Dominion is a complete software and hardware voting system solution. It consists of various commercial off-the-shelf hardware components (computer workstations, computer servers, ballot printers, and ballot scanners) and the software that was written by Dominion to run on those devices to provide a complete voting system package. Commercial off-the-shelf (COTS) hardware components means computers, servers, scanners, and printers that were from various manufacturers (Dell, HP, Canon, etc.) that anyone could purchase themselves. The software that Dominion sells is something they wrote that is made to be installed on and work with the COTS hardware.
